Govern workforce-time decisions with clear policies and accountability.
Apply approval responsibilities, policy context and exception reviews to the same time and attendance record—so decisions are understandable, attributable and ready for the next step.
From recorded time to an authorized decision—without surveillance-heavy monitoring.
Configured controls, human accountability, and record-linked decision history. Capabilities and availability depend on the agreed deployment.

Five controls, one accountable decision.
Policy controls
Use named, scoped rules to guide record review.
Approval paths
Define who reviews and authorizes a decision.
Exceptions
Surface missing or conflicting context for review.
Permissions
Respect team, location and role-based access boundaries.
A time record is only as useful as the decision behind it.
Before: a schedule differs from recorded time; a note is in chat; an approval arrives by email; no agreed policy version is visible.
Governed: one record displays its source, planned context, assigned reviewer, applicable policy and decision outcome.
Sample workflow shown for illustration; no customer deployment implied.

Capture — Approved source creates a recorded event.
Capture owns the source. Govern never edits the original work event.
Policies may apply throughout. The sequence explains the model; it is not a universally enforced pipeline.
Know which decisions need attention—and who owns them.
Queues are scoped to each reviewer's role. Sorted by age and due time—never by individual performance.

Selecting a record shows the issue and linked policy. Nothing is decided until an authorized reviewer acts.
See the record, context
and policy before deciding.
Each decision stays explainable: the captured input, the plan it is compared with, the policy that applied and the person accountable.

A policy can request review. It cannot replace the person accountable for the decision.
Every outcome records who decided, under which policy version, and why.
Apply the right policy—
and show why it applied.
Scope, precedence, version and effective dates are visible for every rule, so reviewers and auditors see exactly what applied.
Threshold is a proposal, not a published default or legal rule. A policy can request review; it cannot override human authority or determine pay.
Make approval ownership
explicit at every step.

Two-person and independent approval are shown as proposed configurable controls, not a statement that every deployment uses them.
Handle exceptions as
questions to resolve, not
reasons to presume fault.
Each exception shows the facts on both sides, who owns it and what can happen next—in neutral language.
value + source
uncertainty
Record the outcome.
Keep the reasoning.
Select a state to see where it can go next. After approval,
change requires an authorized correction—the prior outcome
stays reviewable.
Needs review
A reviewer must examine the record.
Every transition records actor, role, policy version, reason code and time.
“Policy applied” is never shown as a human approval. An approved record is eligible for downstream use—not proof of completed payroll processing.
Give each reviewer only
the decisions they are
authorized to make.

The record has an authorized decision and is eligible to be sent forward with its decision context.

Direct answers
about Govern.
TEMVERIS supports configurable governance
workflows. It does not determine or guarantee an
organization’s legal or regulatory compliance.
It is the process of applying authorized review responsibilities, organizational policies and recorded decisions to workforce-time data so a record can be understood and handled consistently.
Govern is the TEMVERIS capability for permissions, approval paths, policy controls and handling workforce-time exceptions. It forms part of the same governed record used by Capture, Plan and Evidence.
TEMVERIS describes configured approval responsibilities. A reviewer can examine the work record, its context, and relevant policy before an authorized decision is recorded. Exact workflow options depend on the agreed deployment.
The intended model is to identify missing or differing context, direct it to responsible reviewers, and document how it was resolved. A schedule difference by itself is not a finding of misconduct.
